The reluctance of oil rich countries to invest in renewable energy has been variously blamed on the resource curse, rentier state economics or fluctuations in the price of oil. However, few works have looked at a major component of the decision and policy making apparatus in oil rich countries, especially those in the ex-Soviet Union.
